The DATAMITE reflection tool(‚DATAreflect‘)

DATAreflect offers organizations a practical and strategic tool to unlock the full potential of data sharing beyond just monetary gain. It helps users identify concrete, often overlooked benefits—such as reducing bureaucratic friction, creating new partnerships, improving organizational visibility, or strengthening their public image.

For companies unsure where to begin, DATAreflect serves as a low-threshold entry point into responsible data sharing, offering clear reflection categories to guide internal discussions and strategic planning. It supports informed decision-making by highlighting ecological, societal, and organizational impacts, allowing users to align data practices with broader goals and values. Whether used to enhance existing processes, develop new use cases, or shape policy thinking, DATAreflect empowers organizations to make data sharing meaningful, manageable, and beneficial from day one.


Responsible data sharing is essential to ensure that the benefits of data use—such as innovation, transparency, and improved decision-making—are realized without compromising privacy, security, or ethical standards. It promotes trust among stakeholders by respecting individuals’ rights and addressing concerns about misuse, bias, or exploitation. Especially in business, research and policy contexts, responsible data sharing enables collaboration, reproducibility, and informed action while safeguarding sensitive information. By establishing clear guidelines and accountability mechanisms, it helps balance openness with protection, ultimately supporting more equitable and sustainable outcomes.


DATAreflect has been developed within the DATAMITE project. DATAMITE is an initiative funded by the European Union’s Horizon Europe Research and Innovation programme (N° 101092989) fostering data monetising, interoperability, trading and exchange.

DATAreflect specifically aims to integrate ‘potentials of data sharing beyond economic value by researching and bringing in dimensions that are not only monetary’. Thus, it brings forward the potentials and side-effects of data sharing on an organizational as well as broader societal level.

DATAreflect is based on the foresight process conducted within the DATAMITE project (for details on methodology and results see D4.4). Here, ZSI developed reflection categories and validated them in dialogue with pilot partners (GIDITEK, OTE, E-REDES, HEDNO, WODR, CINECA). These categories build the foundation of DATAreflect.


DATAreflect aims at engaging organizations and companies in reflecting on how their intention to share data may affect their own organization as well as their environment, ecologically or societally. DATAreflect provides companies with a starting point for broad reflection and strategic exploration of their aspirations to start or strengthen their activities of data sharing in a responsible way.

For this, organizations and companies can use DATAreflect in different ways:

  1. as a broad reflection tool to start thinking about impacts of data sharing in the organization’s respective sector;
  2. as a strategic tool to systematically explore dimensions that could eventually be affected by data sharing activities of an organization;
  3. as a supplement in combination with existing internal processes of organizations (e.g. information management processes) to deepen the considerations on the impacts of data sharing;
  4. for reflection when developing different use cases of data sharing (e.g., Open Data, etc.) (for potential business models for different use cases see DATAMITE XX)
  5. to rethink and revise policy processes.

DATAreflect is an easy-to-use tool that provides the user with categories and subcategories for reflecting on data sharing. For each subcategory, a reflecting question is proposed.
Organizations could start either by prioritizing categories and/or subcategories according to their mission and try to answer these questions, or by going through the catalogue of questions one by one, trying to find answers for their own organization.


DATAreflect is a flexible tool that helps organizations begin reflecting on responsible data sharing in a way that fits their specific context. The included categories and questions are not exhaustive—they were developed from literature and refined with DATAMITE project partners. Not all categories will be equally relevant; organizations are encouraged to focus on what matters most to their goals, sector, and data practices. Rather than a checklist, DATAreflect offers a starting point for strategic thinking, helping users explore the broader value of data sharing beyond monetization.
